The luxury aquatic facility the City has described to voters is only 10% designed, so construction cost estimates of $100 million are simply best guesses. At one of the City’s recent information sessions on Proposition 1, staff said that after the project is designed and actual costs of construction are determined, if the cost exceeds $100 million, the project would be scaled back to keep it within that budget.
